 friend in need is a friend indeed “My husband is a civil engineer at Dubai who can visit us twice a year for 1 month at a time. So for 10 months I live with my 2 kids alone in a one-bedroom apartment on a narrow alley in Khilgaon area. One such night, I was faced with a crisis that I never saw coming. My younger son had been ill for more than 3 days in an acute case of pneumonia. I did not have any relative in Dhaka and therefore no one that could come to my son’s aid. It was then that I remembered the “Emergency Services Bangladesh” mobile application that my husband had installed in my smartphone. Within seconds, I located the government hospital nearest to my location and also called them up requesting for ambulance support. To this day, I have used and promoted this app that has helped me get easy access to medical, police and fire service support anytime from anywhere at my fingertips” said Rodela Kibria, a homemaker dwelling in Dhaka.

Citizen services at finger tips

The world of information is a click away but citizens of our country still faces lots of problems reaching out for help during emergency. While the citizens expressed dissatisfaction with the system,

the service providers complained about the lack of an effective medium of communication with the citizens. Keeping all these problems in mind and responding to the national policy of ‘Right to Information’, Md. Monsur Hossain approached a2i for service innovation fund to create a mobile application with an advanced and efficient medium of communication for the emergency service providers and citizens.

A mobile app that has potential impact on daily life

The mobile application features all the necessary contact details of service offices like fire station, police station, hospitals etc. and it can be customized for any area of Bangladesh so that users can easily find out the list of police stations, fire-services offices and hospitals of any area. This mobile phone app is making it possible for citizens to track down the nearest offices of service providers through GPS technology and easily access its address and location. It also has a complain box for users to notify the authority if they fail to serve the user during any of the emergency situations. So far more than 100000 users have installed this app from google play store. The mobile app is user-friendly and has the potential add more services like RAB, ambulance etc. Google Street View can also be incorporated with it for the ease of the users.

The world of information is a click away but do all the citizens of our country have access to all the necessary details they would need during an emergency? We surveyed for a month, among thousands of citizens with an advanced mobile phone, to figure out their problems regarding service providing agencies and organizations and their roles during emergency incidents. While the citizens expressed dissatisfaction with the system, the service providers complained about the lack of an effective medium of communication with the citizens that is hindering the coordination between the providers and receivers.

“Once my mother encountered an accident during evening walk, she injured her legs and barely could move. Everyone came to her rescue but it was very difficult to find the ambulance’s contact number. After half an hour of panic, one good soul managed to call an ambulance. My mom lied there helplessly moaning in pain. At this era, all these emergency services should be easier to reach but alas it’s not.” said Shahana, a university graduate.

Some complained about unavailability of service provider’s contact details, some about difficulty in finding locations of service stations and others expressed dissatisfaction about the inefficiency of emergency services during urgent cases.  Keeping all these problems in mind, A2I decided to initiate the project to create a mobile app as an advanced and efficient medium of communication for the emergency service providers and citizens. This mobile phone app will also make it possible for citizens to track down the nearest offices of service providers through GPS technology and easily access its address and location. This will facilitate a symbiotic partnership between the service providers and the citizens and make the emergency service delivery process more efficient and effective.

The mobile application features all the necessary contact details of service offices and it will be customizable for any area of Bangladesh so that users can easily find out the list of police stations, fire-services offices and hospitals of any area.

It will have the GPS locations of all the related offices, so that the application will be able to show the path towards that office from any location. This will allow people to easily reach their desired service office. People will be able to see all the service stations in the Google Map. Service providers (Police, Fire-service, Hospitals) will be able to send notifications to the users of this application. For example: Police can send safety tips, hospitals can send information about vaccination etc.

Performing some surveys among the service providers (police force, fire brigade force, hospital workers) to identify exactly what troubles they face during their services and what type of supports from people can help them to provide the services in more effective ways.

The project will act as a bridge between the Govt. service providing organizations and the people. Hence this will help to solve and reduce the mentioned problems. This will help people to get the Govt. services easily and quickly and this will also help the service providers to get more support from the people to serve in easier ways.
