Anir is the Policy Advisor of a2i. As the leader of a2i, he ensures the implementation of the government’s digital Bangladesh agenda. Under his leadership, a2i has been transformed from a project to the ‘World’s first Innovation Lab+’ nurturing a nationwide ecosystem and proved its capacity as the key driver of the government agenda of public service innovation. His current focus is on the whole-of-government approach, innovation lab+, Digital Financial Inclusion, Civil Registry and Vital Statistics- keeping everyone in the ‘Big Picture’, e-service delivery from crucial ministries and South-South cooperation. He is also facilitating the transformation of a2i to a state-owned authority under the Prime Minister’s Office.
Anir is working in a2i since 2007. He holds a Bachelors in Computer Science from Brown University, Rhode Island, USA.
Manik is the Capacity Development Specialist of a2i programme. His primary responsibilities lies in developing the service innovation capacity of the public servants. He has promoted the use of social media (facebook) among the government officials for idea sharing, co-creation and policy dialogue and introduced it as a platform for citizen’s grievance redressal. Manik has designed a 10-day ‘Service Innovation Training’ that has enabled the government officials to developed 3000+ prototypes. He has also facilitated the formation of Innovation Team and Chief Innovation Officer in the government. He has introduced the ‘Innovation Circle’ and ‘Innovation Forum’ where the public servants can share their best practices and give feedback to others.
Manik earned his master’s degree in Sociology and Anthropology. He has more than 17 years’ experience in the development sector.
Mizan is the Domain Specialist (Innovation Training) of a2i. He facilitates the trainings on public service innovation for government officials, maintains a ‘resource pool’ of co-facilitators and provides ToTs.
Mizan is a Deputy Secretary to the Government. He served as Assistant Commissioner and 1st Class Magistrate different district and sub-district level. He received prestigious award as the best UNO in 2011 and as the best ADC in 2012 in recognition of his outstanding contribution to establish sustainable UISCs, promotion of e-service delivery and popularizing ICT enabled services in the rural areas.
He obtained BSS (Honors) and MSS degree in Social Welfare from the University of Dhaka and Master of Economics degree from Yamaguchi University, Japan.
Forhad is working as the IT Manager (Innovation Specialist) of a2i. He designs and conducts ‘e-Service design’ trainings for the senior level government officials and tracks the e-service development initiatives of 40 ministries. He also provides technical support to the innovation teams at field administration. Currently, he is providing support to some key ministries e.g. Ministry of Expatriate Welfare and Overseas Employment, Ministry of Foreign Affairs, Prime Minister’s Office etc in designing e-services. He is overseeing the development of payment processors and m-services for the students.
He has more than 17 years in IT sector. He has completed his Bachelor’s in Computer Science from Pune University, Maharastra, India, MBA majoring in MIS and Mphil in Public Administration, Jahangirnagar University. Currently, he is pursuing his PhD.
Ziaul has been working at a2i as National Consultant (Domain Specialist) since January 25, 2017. He is involved in developing training curriculum and imparting modern training methods to more than 50 training institutes. He facilitates the Training/Workshop designed for faculty members of Training Institutes and government officials. He is also responsible for incorporating digital Bangladesh content, modern training methods, digital contents, and video materials in training activities. Ziaul served as System Analyst of Bangladesh Public Administration Training Centre (BPATC) before joining a2i, on lien. During his 17 years of professional experience (12 years in Training Institutes) he accumulated a vast working experience on ICT & e-Governance, Training Management and TQM. He is also JICA-BPATC certified TQM trainer. Ziaul completed his B.Sc. (Hon’s) and M.Sc. in Applied Physics and Electronics from Rajshahi University and another M.Sc. in Telecommunication and Information Systems from University of Essex, UK. He also completed Diploma in Network Systems Administration. Currently he is pursuing his Ph.D. He has membership of renowned professional/academic bodies (LF-BCS, FM-CTOFB, LM-ASCI, LM-BSTQM, LM-BSTD, LM-APEEA, LM-JICAAA etc.)
Mahbub is working as the Capacity Development Expert at a2i. He provides logistics support to trainings and events, corresponds with relevant organizations, manages documents and keeps records, follow-up training activities at field level and ensures proper documentation and facilitates specific sessions during training. Mahbub has completed his Master’s in Social Welfare from University of Dhaka. Before joining A2I he has been working with UPGP a UNDP funded project as District Facilitator.
Sohed is working as a Training Coordinator at a2i. He is involved in arranging the training on Service Innovation, monitoring innovation prototypes at the field level, maintaining a resources pool of facilitators in the government and providing logistics support during event management. Sohed obtained his Master’s degree in Management from National University.
Ashoke is a Capacity Development Associate at a2i. His primary responsibilities lies in organizing capacity development trainings, orientation sessions and sensitization events for the senior level government officials. Ashoke has completed his Masters in Development Studies from Khulna University.
Communications & Partnership
Naimuzzaman is leading the Communication and Partnership initiatives of a2i. He is responsible for establishing last mile e-services access points, getting citizen’s pulse on service delivery mechanism of the government, developing partnership with different public and private bodies to increase the width and depth of services and branding a2i at national and international level. He is also responsible for leading the Human Development Media (HDM), Digital Financial Services for the poor and developing a self-sustaining business models for entrepreneurs working at the last mile e-service access points.
Naimuzzaman has a well-established track record in working with the senior level policy makers, people’s representatives and civil society. He also mobilizes youth in different national level programmes. He has been working in a2i since 2008. He has a Master’s in Development Studies.
Md. Parvez Hasan has been working in a2i as “National Consultant for Local Development” from April 2017. And mainly responsible to manage and monitor the activities of digital centers spread over grass root levels of Bangladesh. Along with his teammates he has been dreaming to make every digital center a progressive business point for the entrepreneur as well as a prominent platform for citizens to get all services at doorsteps. A career civil servant Mr. Parvez served in different capacities such as Assistant Commissioner, Assistant Commissioner (Land), UNO, ADC at the field administration. He had the exposure in training management while working as Deputy Director of Bangladesh Public Administration Training Centre (BPATC) in 2013-15. Parvez completed his BSS (Hons) and MSS in Public Administration from University of Dhaka.
Mazed is working as the Programme Coordinator of a2i. He is responsible for coordinating the last mile e-service outlets -popularly known as Digital Centers, monitoring the progress of the Digital Centers, facilitating the development of a self-sustaining business model for the e-service access points, creating linkages with public and private organizations to increase the width and breadth of services available at the e-service outlets and promoting rural e-commerce.
Mazed has more than 11 years of professional experience in the field of ICT for Development, Governance and Entrepreneurship Development, and Youth Mobilization for Community Development. He has completed his BSS (Hons) and MSS in Sociology from the University of Rajshahi.
Tanjina is the Communication Associate of a2i. She is responsible for supporting the formulation and implementation of internal and external communications of a2i. She is coordinating various press events and leading the implementation of various strategic media initiatives in the traditional media. She is also featuring the success of a2i in the international media.
In her Nine (09) years of professional experience, she accumulated a vast working experience in the field of media advocacy and communications, and core marketing. Previously, she worked for the Ministry of Information, Ranks Telecom Limited and Two (02) satellite private tv channels (NTV & Bangla Vision). She completed her BSS and Master’s in Mass Communication & Journalism from the University of Dhaka.
Tohurul is working as the Capacity Development Expert. He is coordinating the Digital Financial Services Lab+ including citizen-centered financial product and service innovation, payment digitization, behavioral change communication on banking services, rural e-commerce and facilitating necessary policy and regulatory reforms. He has introduced Agent Banking at the last mile e-service access points, the Digital Centers, in partnership with some private banks. He has also developed partnership with some national banks and the post office to create an effective ecosystem of financial inclusion.
Tohurul has completed his MBA majoring in Management from Rajshahi University and Master’s in Development Studies from United International University, Dhaka.
Mr. Ashiqur Rahman has 14+ years of hands on experience in Mobile Telecommunication industry (GSM) in Bangladesh. He has diversified expertise from platform Planning & Operation to Project Management and has worked in different layers of management in Grameen Phone Ltd. for last 10+ years. During this period, successfully executed many projects and participated in many critical projects inside Telenor group comprising different countries and cultures. He has served as head of technical planning department of Mobile Financial Service (MFS), e-commerce and Digital Service domain in Grameen Phone Ltd. He graduated in Electrical & Electronics Engineering from BUET in 2001 with an entrepreneur mindset, always think out of the box and walk the extra mile for excellence. From 2017, he is working in a2i as an e-commerce consultant with a vision to establish rural e-commerce as a successful and self-sustaining business model in Bangladesh.
Asad has been working with a2i as Policy Expert. He is coordinating the ‘Skills for Employment’ Lab+. He is playing a significant role in reshaping Skills Development (TVET) through appropriate planning, monitoring, coordination and policy formulation. He established partnership with various organizations and development partners to create the necessary linkages between skills development agencies and job providers to pave the way for the youths and workers to get gainful employment in different industries.
He is also responsible for the ‘South-South & Triangular Cooperation’ initiative of a2i. He initiated G2G partnership with the Government of Maldives and Bhutan. Now he is acting as the focal point to coordinate the e-Governance initiatives for the Government of Maldives and Bhutan.
Asad is working in a2i since 2010. Asad earned his post-graduation degree in Educational Psychology and graduation in Psychology from University of Dhaka. He also obtained a Master’s in Development Studies from East West University, Dhaka.
Ishtiaque has been working with A2I as Policy Associate. He is engaged in the implementation of Digital Financial Services (DFS) Lab+. He is also drafting different concepts notes, innovation briefs and policy documents for a2i.
Ishtiaque has completed his Bachelor’s in Economics from BRAC University. Before joining A2I he has been working as Manager in Social Innovation Lab of BRAC.
Lamia Shams is a Program Assistant, Digital Financial Services Lab+ at a2i. Her job entails assisting implementation of Digital Financial Services Lab+ activities, contributing in overall policy and advocacy provision to effectively implement DFS Lab+ planned activities, monitoring and evaluating overall DFS Lab+ activities, researching, maintaining existing partnership and establishing new strategic partnerships with public and private organizations, and facilitating in overall knowledge management and knowledge sharing activities. She has more than three years of experience in financial inclusion, research, monitoring and evaluation, knowledge management, and public relations. Before joining Access to information, she has worked in multiple organizations like: BRAC, BRAC Institute of Governance and Development, Windmill Advertising Limited. Ms. Lamia Shams has completed her Bachelor’s in Business (BBA) from North South University, Dhaka. Later, she has obtained her Master’s degree from Macquarie University, Australia in Development Studies and Culture Change.
Miss Keya Roy is working as a Human Development Media Relation Management Assistant at a2i Programme. She is responsible for works as: website monitoring, documentation, report writing, publication and providing support for vendor management. She has completed her BSS and MSS in Women and Gender Studies from University of Dhaka. Before joining a2i she worked with Bangladesh Research and Education Network (BdREN) as a Customer relation Management Specialist.
Mrs. Mitu has been working with a2i as a Programme Assistant of Skills for Employment team. She is supporting to implement the Skills for Employment Prorgamme on Tourism and Hospitality Management, Skills Development for Rural Women &Qawmi Female Students, and Skills Development through Stipend in field level. Mitu is working in a2i since 2015. She has more than 5 years of experiences in the field of Skills Development, Research and Partnership. She completed her Master’s in Anthropology from the University of Dhaka.
Kawsar Hossain Sojib has been working with a2i since May, 2016 and currently working as a Programme Assistant. He has completed his Master degree in Economics from Jahangirnagar University (JU) obtaining First Position in First Class. Before joining a2i, he worked as Research Assistant for the Department of Economics, JU for three years and has done advance level research work in the field of Macro Economics, Labor Economics and Information Economics.
Mr. Sojib has been working in the ‘Skills for Employment’ team of a2i. He is playing assistant role in reshaping Skills Development (TVET) through appropriate planning, monitoring, coordination and policy formulation. He is also playing a significant role in sustainable implementation of Apprenticeship Programme in formal and informal industry. He assisted to establish partnership with various organizations and development partners to create the necessary linkages between skills development agencies and job providers to pave the way for the youths and workers to get gainful employment in different industries.
Mannan is a Director (Enabling Environment) at a2i. He coordinated implementation of National Portal having 42000 Government Offices with office- wise credentials which achieved WSIS Award 2015 and facilitated development of new e-file (NOTHI) to be implemented in government offices. He provides advisory support and guidance Management Information System to be used in Cabinet Division, Divisional Commissioners’ Office and District administration to monitor executive courts’ performance. Some of his notable contributions include supporting Cabinet Division for development of Grievance Redress System and MoPA for development of ToE system, providing guidance for development and implementation of Progress Monitoring System (ProMoS) to be used by the members of parliament, ministries and field administration. He also supported draft formulation of E_services Act, 2015 and Mobile Court (Amendment) Act, 2015, coordinated the pilot of the Mobile Court Management System in four districts and initiated implementation of e-court in 12 districts as well as supported hosting, maintenance of national portal and establishment of national helpdesk to facilitate the quick support and problem solution.
Mannan has more than more than 20 years of experience in public administration and development related fields as well as more than 15 years of experience in institutionalized policy and strategy development. He has expertise in designing and facilitating consultations with senior government policy makers, private sectors and development partners as well as knowledge and working experience in business process re-engineering. Mannan earned his M.Sc. degree in Botany from Rajshahi University and Ph.D. on Biodiversity and Botany from the same institution.
Mamun is an e-Service Specialist at a2i. He is responsible for coordinating the development and implementation of different e/m services across the country. His primary area of interest lies in e-service for better service delivery. He is also interested in policy issues related to ICT and development. He is a civil servant with almost eighteen years working experience in different level of administration. He has gathered a vast experience in coordinating the implementation of different development initiatives of the Government at field level. Now he is playing a key role in the process of digitalizing Bangladesh Judiciary. He is actively involved in developing an online monitoring system for the sustainable development goals for Bangladesh. He also coordinates the implementation of electronic file management system in the government offices all over the country.
Mamun earned his Master’s degrees in Chemistry, Environmental Conservation and ‘Governance and Development’ and started his career as a civil servant in 1999.
Khurshed works at a2i as a National Consultant for Domain Expert (National Portal). He is involved in developing implementation methodology, supporting capacity building program, coordinating government agencies for implementing National portal framework, at the upazila to Ministries. In addition, he has been providing enormous domain support to develop National portal framework at the field level offices for developing revenue model of national portal. He conducted many workshops for sensitizing field administration to scale up national portal framework in the field level offices. He also provided domain knowledge for developing SRS (Software requirement specification) of National portal framework for Upazila, District and divisional level offices. Prior to joining a2i, on line, Khurshed worked as Senior Assistant Secretary, Ministry of Public Administration, Bangladesh. He has completed his M.Sc in Physics from University of Chittagong, Bangladesh and an additional Master’s in Information System and Business Management from University of Bedfordshire, UK.
Elahi is an IT Manager at a2i. He is primarily responsible for providing expert advice and services in technological issues for e-services to the Government agencies which include Identify innovative ICT initiatives of the Government agencies, review technological aspects of the innovative initiatives, conduct consultations with the relevant Government agencies regarding the shortcomings of the e-Services, provide advisory to technology team to develop and design different system for technology solutions and ddevelop specifications and architectural requirements of the features and specifications of the software applications. Elahi also provides advisory to capacity development by coaching government ICT focal points on all issues related to ensuring proper function of the e-service system and closely works with e-Service projects in relevant ministry / directorate. An online Land Record System, new Generation e-File System and Mutation System for Land have been developed under the supervision of Elahi.
Elahi completed his Bachelor’s in Computer Science from Newport University, USA and MBA majoring in MIS from Atish Dipankar University of Science & Technology, Dhaka. He has CISA and CCNA membership and certification, has practical experience in IT Project Management, IT Governance, IT Audit & Compliance, Business and System Requirements Analysis & Design, MIS Design, ERP System Design and implementation, developing and managing large-scale software system, End-User Support Service Management as well as providing training in home and abroad.
Mohammad Ashraful Amin is a National Consultant e-Service Expert at a2i. He has been working in Government sector for last 10 years and also worked in private sector for 06 years before joining in Government service. Ashraf is responsible for providing necessary support for maintaining, improving features and developing revenue model of National Portal. He is working for implementing voice access of National Portal. He coordinates with different Telcos for implementing different services. He also coordinates with Ministry of Health and Family Welfare for e-Health initiatives. Ashraf completed his MBA from University of Greenwich, London, UK and completed his graduation in Electrical & Electronics Engineering from Khulna University of Engineering and Technology (KUET). Before joining A2I on lien, he has been working as Upazila Nirbahi Officer (UNO) at Bilaichari, Rangamati, Government of Peoples republic of Bangladesh.
Mr. Monsour is a National Consultant e-Service Expert at a2i. He is responsible for the development and implementation of Nothi (E-file) system in government offices all over the country. He is also responsible for providing necessary domain support for maintaining, improving features and developing the system. In addition, he is involved in coordinating many training programmes and workshops for sensitizing government offices to scale up less paper office framework by implementing Nothi system. Prior to joining a2i, on lien, he was a Senior Assistant Secretary of Bangladesh Government. He gathered a vast working experience in different capacities of field administration for more than 11 years. Monsour completed post-graduation in International Management from Teesside University, UK.
Sheren is a Domain Expert (e-Service) at a2i. Her primary area of interest lies in ICT for Justice. She is responsible for supporting the system requirement study, designing, developing of e-executive court system and implementing of e-Mobile Court System. She is also responsible for organizing and coordinating training program, orientation and workshop for government official at central, divisional and district level on e-Mobile Court System. She also provides domain support and developing online forms system. Prior to joining a2i, on lien, Sheren was a Senior Assistant Secretary in Bangladesh Government. In her career so far, she has accumulated a vast working experience on District Administration, Local Government, Land, Magistracy and Education. Shobnom has earned her graduate and post graduate degrees in Economics from Rajshahi University and another master’s degree in International Studies (Development Cooperation) from Ewha Women’s University, South Korea. She also completed Diploma in Computer Science and Bachelor of Law.
Mehedi works at a2i as a National Consultant for Service Process Simplification. He works on the simplification of services (Service Process Simplification: SPS) of government offices which means making the services simpler so that the citizens may be able to avail them having to spend less time, cost and visit. This requires incessant monitoring, advising and persuasion, which is part of the tasks of Mehedi. At present he is working on simplification of 40 + services of various organizations. Mehedi keeps a track of the implementation of the SPS proposals and provide necessary impetus to the organizations for their success. Before joining A2I, on lien, he worked as UNO- Subarnachor under Noakhali district. Mehedi completed his Master’s in Buddhist studies from Delhi University, India.
Rumi is a National Consultant – Hosting Infrastructure at a2i. He is working on supporting National Hosting and Data infrastructure for various rolled out A2I products. Mention-able few key activities performed by him for A2I products & services are hosting architecture of National Portal, E-File hosting framework, National Network Design etc. He has more than 10 years of professional working experience in the field of ICT. Before joining A2I, he has worked as Business Unit lead of CA & ITES of Mango Teleservices Limited. His areas of expertise are- Project Management on Software and Application, Network Infrastructure, Cloud Services and Data Center and Public Key Infrastructure (PKI). Before that, he has set up several Turn Key ICT including Telecom based projects on various government and autonomous bodies in the country. He took lead in many outsourced national and international application projects. He completed his MBA from university of Dhaka.
Younus works at a2i as a Technology Expert. He provides assistance to identify the best technology options for the target population with concentration in National Web Portal as an information delivery channel, provides support for ensuring proper function of the e-service system by coaching government ICT focal points. He also provides technological guidance to the relevant ministry/agencies for smooth completion of their innovation projects and involves in developing the NOTHI (Government e-filing system). Younus completed his Bachelor’s in Computer Science & Engineering from Khulna University of Engineering & Technology, Bangladesh. He mostly worked in bilingual Ecommerce, CMS and classifieds site developing. Mr. Sardar has solid experience in WordPress, Drupal, Magento, Opencart, Codeigniter, Joomla, Expression Engine, Bootstrap3, Jquery and he has expertise in MVC framework and all other renowned design patterns.
Hafij is a Senior Software Engineer at a2i. As a senior software engineer, Hafij is involved in architecture design, implementation planning, development planning and selection of best technology for LISF (Land Information Service Framework) which is the service framework and repository of all records of land of whole nation. He is also engaged in design, development and implementation planning of ProMoS (Progress Monitoring System) which is a system for collection data based on various development indicators of the country and analysis those data for further planning regarding development works throughout the country. Furthermore, he provides support to a2i’s NOTHI (e-filing) team when necessary. Hafij completed his Bachelor’s in Computer Science & Engineering from Shahjalal University of Science & Technology, Sylhet.
Hasan works at a2i as a Senior Software Engineer. He supports National e-Services design, development & implementation all across the country which include assistance in designing, developing and implementing the next generation e-file system, provides technical assistance and coordinates the software development, Intranet Communication Platform and Management System of Violation against Child Women funded by Info Sarkar project. He performs the necessary R&D on Database Zoning & clustering architecture for effective implementation of new e-file system. Hasan also conducts system study, analysis, draft documents and design software and performs quality assurance task to follow the standards to be maintained in the every phases of software development life cycle. He has completed his M. S. in CSE from East West University, Dhaka. Prior to joining A2I he used to work as MIS officer at UPGP project, UNDP and before that he worked with icddr,b and BRAC International at home and abroad.
Arif is a Software Engineer at a2i. He has developed many new features of the old portals of different government agencies to facilitate their migration to national portals. His responsibilities include bug fixing and maintenance of field level portals and was involved in redesigning of Bangladesh portal. He also integrated PIPILIKA search engine into national portal. Arif completed his B.Sc in Computer Science & Engineering from Chittagong University of Engineering & Technology. Prior to joining A2I, he worked with Domain Technology Ltd. as Sr. PHP Developer and Crown Information as Economic Designer.
Humayun works as a Software Engineer at a2i. He is directly involved in development of Land related services of Bangladesh, particularly engaged in architecture design and development of Mutation System Development and partially provides assistance to develop LISA (Land Information Service Architecture). He also provides support and technical expert opinion to various ministries, directorates as well as field administration officials for National Eservice System operation as well as provides support in development of National portal framework. Humayun completed his M.Sc in Telecommunications Engineering from East West University.
Jafrin is a Software Engineer at a2i. She is an enthusiastic software professional who loves to learn and teach new technologies. Started with Visual Basic, C/C++, Java, PHP and on the way to web development she has been exposed to the latest web technologies. She is a practitioner of OOD principles and biased to Agile software development methodology. Here her responsibilities include translating requirement into a solution, task breaking down, estimation, development, implementation, unit testing, code review, bug fixing, deployment support, research on performance issues and suggesting possible solutions and also communicating with the client, manager and team members round the globe. She has developed the software solution e-Court system for executive court and also involve in different activities regarding digitization of Bangladesh Court System. Jafrin earned her graduate and post graduate degrees in Computer Science and Engineering from University of Rajshahi, Bangladesh.
Imrul is the IT Support Assistant at a2i. He is primarily responsible for providing support to all government e-Services (National Portal, Teachers Portal, E-Nothi, and E-Court system etc.). Imrul has earned his Diploma and graduate degrees in Computer Science and Engineering.
Shishir is an IT Support Assistant at a2i. He is primarily responsible for providing support to all government e-Services (National Portal, Teachers Portal, E-Nothi, and E-Court system etc.). Shishir has earned his Diploma and graduate degrees in Computer Science and Engineering.
Borhan is an IT Support Assistant at a2i. He is mainly responsible for providing support to all government e-Services (National Portal, Teachers Portal, E-Nothi, and E-Court system etc.). Borhan has earned his graduate and post graduate degrees in Political Science and also earned 2 years diploma in Database design and development.
Faruque works as an e-Learning Specialist at a2i. He is responsible for providing advisory support for the development of e-learning and content sharing platform in view to transform the traditional teaching-learning system to e-learning methods. He also provides guidance and manages e-service related multimedia content development, transfers the existing teaching/training materials to the e-learning platform as well as ensures the deployment of the e-Learning platform by different training providing organizations of the government. Faruque developed and executed capacity development plans for the contributors of the e-learning and content sharing platform. He completed his B.Com (Hons) and M.Com, both in Accounting from the University of Dhaka. Prior to joining a2i, he had served as Professor, Associate Professor and Lecturer in different government colleges.
Sarwar works as a Policy Specialist (Educational Innovation) at a2i. He is responsible for developing an innovative ecosystem for education using ICTs, policy formulation and nationwide upscaling of innovative ideas in the field of education. His primary area of interest lies in ICT for Educational Development (ICT4ED). He designs and conducts appropriate research initiatives for e-service delivery and policy formulation, provides advisory/policy support to respective ministries and divisions, provides guidance to develop an e-learning platform for the different stakeholders, captures local and international best practices and drafts policy documents. Sarwar drafted new strategies for ICT4D and ICT4E initiatives and coordinate crosscutting policy initiatives among stakeholders. Now he is playing a key role in enhancing the quality of education using ICTs in cooperation with different ministries, directorates, private sector and other agencies. Sarwar has made remarkable contributions in ICT in Education initiatives for primary and secondary education, teacher-training, research, e and m-learning.
Sarwar has earned his graduate and post graduate degrees in Education at the Institute of Education and Research (IER), University of Dhaka. He has obtained his MBA from the East West University.
Rafiqul is a Capacity Development Associate (Education) at a2i. He provides support in conducting training needs assessment workshop at primary, secondary and tertiary education level, providing support in capacity development workshops and ToT programme to bring out behavioural change among teacher trainers, teachers and administrators. He is facilitating the development of a content repository of education and livelihood content. Currently, he is focusing on ‘Education for Employment’.
Rafiqul completed his Bachelor’s in Geography and Environment from Jahangirnagar University, and later his Master’s in Development Studies from Independent University of Bangladesh, Dhaka.
Mustafiz is a Director (Innovation) at a2i. He leads the Service Innovation Fund, Challenge Fund, Youth Innovation and Innovation Labs; connects government and private sector in upscaling innovation; supports incubation.
Mustafiz is a joint secretary to the government. In 2011, he was posted as a Deputy Commissioner (DC) of Jessore district. Under his leadership, Jessore was declared as the first ‘Digital District’ of Bangladesh. As a public servant, Mr Rahman received ‘e-Asia award 2011’ and ‘Best DC Award in 2012 (field administration), 2013 (primary education) and 2014’. Recently, he has received the ‘Public Administration Award 2016’ as a recognition of his outstanding contributions as a public servant. Mustafiz completed his MSc in Physics from Rajshahi University.
Jewel is working as the Innovation Expert at a2i. His primary responsibilities lies in developing the innovation lab as a physical and virtual colocation space for the innovators. He coordinates the youth innovation initiatives, provides technical support, mentors and coaches the innovators. He is also focusing on the ‘innovator’s network’ and ‘low-cost devices’. Jewel has an MSc degree in ICT from Bangladesh University of Engineering & Technology. Having more than 10 years’ experience in device designing, interfacing and system integration, Jewel has developed range of products like GPRS Tracker to dynamic motion platform based Tank simulator.
Nahid is responsible for upscaling the projects awarded under the Service Innovation Fund. He facilitates the scale-up assessments, develops business plans and upscaling strategies for the freshly completed projects and maintains liaison with the government and private sector for country-wide replication. Nahid has a post graduate degree in Management.
Shakila has been working as a Senior Software Engineer of a2i. She is responsible for monitoring some specific projects awarded under the Service Innovation Fund, supporting the innovators to complete the software life-cycles and developing technical documents. Shakila is coordinating some ‘incubation’ initiatives of a2i and advocating for sustainable approached in the government. She has completed her B.Sc. in Computer Science and Engineering from Jahangirnagar University. Previously, she was a National Consultant, Deepening MTBF and Strengthening Financial Accountability Project, SPEMP under Ministry of Finance (MoF).
Monir is working as a Deputy System Analyst of a2i programme. He is responsible for monitoring some specific projects awarded under the Service Innovation Fund, supporting the innovators to complete the software life-cycles and developing technical documents. He has been involved in developing some vital systems in a2i e.g. the first generation e-filing system, electronic land record management system, idea bank, DC office portal etc. Monir is currently pursuing his Master’s in Computer Application (MCA) from Stamford University, Dhaka.
Shakhawat is providing technical support to multi-pronged activities all across the innovation lifecycle including conception, mentoring, awarding, coordination, implementation, promotion, upscaling, commercialization, and recognition. Recently, ha has added the innovation in G2B (Government to Business) services to his portfolio. Shakhawat earned his graduate and post graduate degrees in business administration from the Institute of Business Administration in the University of Dhaka. Previously, he worked on multiple agro related cross sectors in Swisscontact-KATALYST (a multi-donor funded project).
Irfan is Consultant to the Innovation Team of a2i. His primary responsibility is to assist public and private sector innovators in developing their ideas into implementable projects. He also assists the Innovation Team in awarding projects through Service Innovation Fund (SIF). Before joining a2i, Irfan was the Manuscript Editor for a Bill & Melinda Gates Foundation-funded public health research project ‘ANISA’ at Child Health Research Foundation, Bangladesh. He holds a Master’s and a Bachelor’s degree in Microbiology from the University of Dhaka.
Mr. Sabbir is currently holding the position of Program Associate in a2i. He had been with a2i as an Innovation Fund Associate since 2015. He coordinates the awarding process of Service Innovation Fund, supports the projects from ideation to awarding and maintains necessary contracts and documents. Sabbir is a public servant. Prior to joining a2i, he has been working as the Assistant Post master General at the Head Post Office, Jessore. He has completed his Bachelor’s and Master’s in Zoology from the University of Dhaka.
Lutfor has been working as the CRVS Pilot Coordination Assistant since 2015. He is supporting on the activities of Civil Registry and Vital Statics (CRVS), communicating with the CRVS secretariat, maintains necessary documents and drives the administrative processes.
He has around 10 years of experience in development sectors. Lutfor has obtained his B.Sc. (Hons) and M.Sc. degree in Chemistry. He also has a Bachelor’s in Education.
Taslima Yeasmin is working as a National Consultant of a2i programme. She is responsible for monitoring some specific projects awarded under the Service Innovation Fund, supporting the innovators to complete the software life-cycles, developing technical documents and assisting innovators in developing their ideas and help bring it to fruition. She has completed her B.Sc and M.Sc in Computer Science and Engineering from Jahangirnagar University. Previously, she was a lecturer in Shanto-Mariam University of Creative Technology in the department of CSE and project manager of a software company Webbgi.
Sohag hold the position of Junior Consultant. He is responsible for monitoring selected Service Innovation Funded projects, supporting the innovators to complete the software life-cycles and developing technical documents. He is been involved in implementation of ERP in various Govt. & Non-Govt organizations. Previously he worked as System Analyst in different software companies. He has completed his BSc in Computer Science and Engineering and currently pursuing Masters in Computer Science from Jahangirnagar University.
Mr. Ahmed is the Head of Operations at a2i program. His core expertise includes procurement, supply chain and project management. His journey at a2i started in July 2014. He is a civil servant, joined BCS (Family Planning) cadre in 1999. Mr. Ahmed is an MCIPS (member of Chartered Institute of Procurement and Supply, UK). He completed Master degree in Procurement and Supply Management (MPSM) from BRAC University. He received his Bachelor of Social Science degree and an MSS degree in Anthropology from Jahangirnagar University. He received another Master degree in Public Health (MPH) from NIPSOM, Dhaka.
Learning to think beyond what we already know, finding long term sustainable solutions and ability to adapt to an ever-changing environment is his key attributes. Integrity and a high desire for excellence is his strength. He established the procurement service at a2i as a hub of the project where the right decisions, innovative and inspiring solutions and the right attitude to serve with professional know-how of the subject matter count.
Mr. Naser works as a Finance Expert at a2i. As a Finance Expert, he is responsible for full compliance of all the financial processes and financial records with UNDP rules, regulations, policies and strategies in a2i. He ensures timely preparation and submission of all financial reports for respective stake-holders, provides support to the Operations Team Head in preparation of detailed cost estimates, budget analysis and financial planning etc. Besides, he provides necessary guidance in operating GoB funds. Mr. Naser completed his Graduation in Commerce from National University and Master’s in Accounting from Jagannath University. He also completed his CA course from B Alam & Co. Chartered Accountants. He keeps keen interest in getting to learn new things from everyday life. Also he loves travelling, exploring new places and adventures.
Mr. Rabbi works as a Human Resources Expert at a2i. He is expertise in the field of Human Recourse Management and currently is responsible for the HR issues related to the a2i project. To illustrate, he is primarily responsible for the monitoring and managing of HR activities which includes coordinating the recruitment issues, dealing with the general HR issues and coordinating the performance management in the project. As an HR Expert he also maintains liaison with development partners like UNDP and GoB for various HR related tasks. Mr. Rabbi holds a Master’s in Business Administration majoring in Human Resource Management at East West University, Bangladesh and an MA in English from the University of Chittagong, Bangladesh.
Mr. Arif is working as Human Resource and Admin Associate in a2i. He is responsible for all HR related activities in a2i, which includes project HR planning, recruitment, Performance management and related human resource activities accordingly. He maintains liaison with different partner agencies in HR issues. Arif holds Master in Business Administration holding a major in Human Resources Management from Asian University of Bangladesh. He also keeps interest in photography.
Mr. Sankar is a Programme Associate in the Operations team of a2i. He maintains the e-filing systems and is also responsible for monthly report delivery to different stake holders. As a member of the operations team, he plays an effective role in administrative coordination between a2i and other government offices which falls under one of the most important job duties of a2i. Prior to joining a2i, on lien, he had been working as Personal Officer in Prime Minister’s Office. Mr. Sankar earned his Bachelor’s degree in Commerce under Rajshahi University.
Mr. Habib works as a Finance Assistant at a2i. He is primarily responsible for the implementation of the financial operational strategy, providing support to administration of budgets as well as assisting in the smooth functioning of the optimal cost-recovery system of the a2i project. As a Finance Assistant, Mr. Habib also prepares financial report i.e. expenditure statement, bank reconciliation and ensure timely submission of all financial reports to the concerned stake holders. Habib completed his Master’s in Commerce from National University and MBA in Finance from DarulIhsan University.
Miss Shermin works as a Project Assistant in a2i. She is responsible to provide administrative and logistical support to the a2i team members, maintains various records and documentations for the project. She also works as a coordinator in official meetings, supports the team members during overseas travels and maintains liaison with different stakeholders for different administrative issues. Before handling this post, she was working in a2i as an Office Secretory since last more than 2 years. Shermin holds a Master’s degree in History form the National University, Bangladesh.
Mr. Omar Faruque has been working with a2i since 2014. Currently he is holding the position of a Junior Consultant Operations in a2i. His responsibilities at present include: Field Management, Logistic Management and Other Administrative Works. He is responsible for all sorts of logistics support in a2i besides the field management works related to this project. Mr. Omar Faruque holds a Master’s in Business Administration majoring in Human Resource Management at Prime University. He keeps keen interest in cricket and sports.
Md. Harun Or Rashid has been serving a2i for more than 5 years. He is working as a Driver in the Operations Team of the project.
Md. Abdul Motin has been serving a2i for more than 8 years. He is working as a Driver in the Operations Team of the project.
Md. Amir Hossain has been serving a2i for more than 8 years. He is working as a Driver in the Operations Team of the project.
Md. Salah Uddin has serving a2i for around 9 years. He is working as a Driver in the Operations Team of the project.
Md. Roman Mia has been serving a2i for more than 5 years. He is working as a Messenger in the Operations Team of the project.
Ramiz is a Monitoring and Evaluation (M&E) Analyst at a2i. His responsibilities at a2i include managing a2i results, analysing M&E, developing partnerships for research, disseminating a2i results to national & international audience, and building capacity of a2i staffs regarding results management. Leading the results management team, Ramiz has been playing a pivotal role in managing research and knowledge, influencing data driven policy, and identifying potential areas of research.
Dr. Ramiz is a development professional by training. He received numerous trainings on results based monitoring (RBM), research methodologies, advanced statistical theories, participatory M&E as well as other social science research techniques. Ramiz has vast work experiences with different national and international organizations including DASCOH, Swiss Red Cross, CARE, NETZ-Germany, and Danish Refugee Council (DRC/DACAAR). His areas of interest lie in the fields of social policy, development, poverty reduction through digitization, ICT4D, reducing inequality, social inclusion, research on ultra-poor and minority issues etc. Ramiz obtained his BSc and MSc in Psychology and Ph.D. degree in Social Psychology.
Mostafiz is a Research and Documentation Expert at a2i. His responsibilities include identify, design and conduct research, develop research tools, design capacity building trainings, maintain liaison with partners and manage a2i’s results visible to national and international audiences. His research interests are in the areas of SDGs, ICT4D, population dynamics, social & public health, youth development, and social inclusion. Mostafiz is experienced in working with United Nations Headquarters, BRAC International, and The Population Council. He completed Bachelor & Master of Social Welfare; and a Diploma & Master of Population Sciences from University of Dhaka, Bangladesh. He also studied Master of Sustainable International Development from Brandeis University, Massachusetts, USA.
Rumana is a Result and Knowledge Management Expert at a2i. She is responsible for developing, updating and implementing the Monitoring, Evaluation and Results Management Framework for the project and all its initiatives. She also supports in designing and implementing of annual strategies and performance indicators for the project and its initiatives, contributes to the development of Management Information Systems and establishing mechanism and coordinating routine internal reporting processes related to data collection and management. Key activities of Rumana also include managing internal and external research, assessments and evaluations as well as creating a system to capture, develop, share and effectively apply project’s knowledge. Rumana completed her Master’s in Political Science from University of Dhaka.
Anowarul is a Result Management Expert at Access to Information (a2i) Programme. He is responsible to create a tracking mechanism for measuring and monitoring e-service delivery progress, conducts different assessment including baseline studies, impact studies and assessment for scale-up of different projects initiated by a2i. Throughout 10 years of his progressive working experience, he has worked on a number of projects under different national and international organizations that have enhanced his understanding in the field of project implementation, management, monitoring & evaluation, results management and research including baseline & end line surveys.
Md. Anowarul Arif Khan has completed his Graduation and Post-Graduation in Anthropology from Jahangirnagar University.
Shumi works as a Results Management Officer at a2i. She is responsible to improve results-based management practices within the project and also responsible for the design, planning, monitoring and evaluation of the project by managing data and facilitating program implementation. She is in close collaboration with project team and CO program and operations clusters, Government officials, private sector, non-government and civil society organizations. She also coordinated the TCV research team of a2i Results Management Unit. She has good understanding on M&E framework, systems and capacity for measuring progress and evidencing impact at multiple levels. She has completed her BSS and MSS in Anthropology from University of Dhaka.
Mr. Mahmodul Islam has been working in a2i for near about 4 years. He has completed his Master’s in Law from Northern University, Dhaka. He is currently working as Project Assistant in the Results Management Team of a2i. Prior to joining a2i he has experience working as Child Protection Officer in Bangladesh National Woman Lawyers’ Association.
